Valve revealed that Sony Interactive Entertainment is responsible for the withdrawal of Ghost of Tsushima Director’s Cut sales from countries that do not have PlayStation Network (PSN).

Valve: Sony Pulls Ghost of Tsushima Sales from Countries Without PSN, Not Us
SteamDB reports that Ghost of Tsushima Director’s Cut on PC (Steam) is getting the same purchase restrictions as HELLDIVERS 2.
The report first came from third-party distributor site GreenManGaming (GMG), where they refunded Ghost of Tsushima Director’s Cut players from countries that do not support PlayStation Network (PSN).
A few hours later, SteamDB reported that Steam is now refunding Ghost of Tsushima Director’s Cut players in the affected countries.
“Hello. You are receiving a refund for your previously purchased game – Ghost of Tsushima. The publisher of this game now requires a secondary account to play parts of this game – and this account cannot be created from your country,” Valve wrote in the Ghost of Tsushima Director’s Cut refund message.
Players also asked Valve via Steam Support about the reason behind the withdrawal:
Also, it looks like the game is not available on Steam at the moment for certain regions as decided by the publisher. This is the only information we have at the moment and we don’t know when this game will be available in those countries. You may consider contacting the publisher of this game to ask them for more details or provide feedback to them.
